Pagasa: ‘Ramil’ to hit 4 provinces; 7 areas under signal 1

At least four provinces in Northern Luzon may be hit hardest by typhoon “Ramil" (Lupit) when it makes landfall later this week, state weather forecasters said Tuesday.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) has placed seven areas under Signal No. 1 as the cyclone drew near North Luzon Tuesday.

“Yung dadaanan mismo, base sa data available as of this morning, ay ang Cagayan, Apayao, Ilocos Norte at Batanes (Based on our data as of this morning, it will likely hit Cagayan, Apayao, Ilocos Norte and Batanes)," Pagasa head Prisco Nilo said in an interview on dzXL radio.

Also, Nilo said Ramil will be more powerful than tropical cyclone “Pepeng" (Parma), which devastated Northern Luzon and lingered around the area for a week, making landfall three times.

Earlier, Defense Secretary and National Disaster Coordinating Council head Gilberto Teodoro Jr. called on those living in risk-areas in northern Luzon provinces to evacuate already before it’s too late.

The warning was specifically addressed to residents in landslide-prone areas in Benguet and Mt. Province in the mountainous Cordillera region.

The two provinces, including the popular mountain resort city of Baguio, were the worst-hit by landslides at the height of typhoon Pepeng two weeks ago. The typhoon killed more than 300 people and isolated many areas due to road closures and destroyed infrastructure.

Preparing for Ramil’s imminent onslaught, local government units, local disaster coordinating units and various national government agencies are bracing for the typhoon.

More powerful than Ondoy, Pepeng

In the radio interview, Nilo said typhoon Pepeng had winds of 175 kph when it made landfall while storm “Ondoy" (Ketsana), which came a week earlier, had winds of 85 kph. But the approaching Ramil has winds of 195 kph near the center.

“Talagang mas malakas si ‘Ramil’ at ang ulan nito mas marami, 20-25 mm per hour. Pwede ito magpabaha at mag-cause ng landslides (Ramil is more powerful than the two cyclones preceding it, with rains estimated ate 20 to 25 milliliters per hour. It can cause floods and landslides)," he said.

However, he said there is still a chance Ramil would change course and head for Taiwan.

Pagasa forecaster Arnel Gonzales said that while their data shows Ramil is likely to make landfall in Cagayan province Thursday, atmospheric conditions could still cause the cyclone to go to Taiwan.

Gonzales also said that it is possible Ramil would turn into a super-typhoon once its winds near the center reach 215 kph or higher.

Release of last tranche of 13th month pay okayed


MALACAÑANG said the National Government is now ready to release the balance of the 13th month pay of government employees.

Budget Secretary Rolando Andaya Jr. said the Department of Budget and Management (DBM) is now ready to release the balance of the 13th month pay to government employees who wanted to avail it.

Andaya said the government made the availment of the 13th month pay optional since there were employees who were not affected by typhoon Ondoy while some others opted not to advance the balance of their 13th month pay.

Andaya also said the 1.2 million government employees had already received the first half of their 13th month pay last May.

”Today, we'll start giving away the 13th month pay. You only have to inform your respective offices. This is purely voluntary,” Andaya told reporters last Thursday.

The government usually releases the second half of the 13th month pay in November.(PNA)

3 cities in North Luzon still paralyzed by floods


























A total of 41 areas - 38 towns and three cities - in the Ilocos Region remain flooded as of Sunday night, the National Disaster Coordinating Council (NDCC) said Monday.



In its 6 a.m. report, the NDCC said that still flooded are 23 towns and three cities in Pangasinan; nine towns in La Union; one in Ilocos Sur; and five in Ilocos Norte.

The NDCC said tropical cyclone "Pepeng" (Parma), which entered the country as a typhoon and subsequently weakened into a tropical depression, affected at least 521,531 families or 2,414,108 people in 3,929 villages in 351 towns and 34 cities in 27 provinces in Luzon, Western Visayas, Cordillera, and Metro Manila.

On the other hand, the death toll stayed at 199, including 53 from the Ilocos Region, 137 from Cordillera, four from Central Luzon, one from Quezon province, and four from Bicol.

Around 154 were injured while 50 remained missing.

The casualty figures, however, exclude those from tropical storm "Ondoy" (Ketsana).

The NDCC said some 2,968 houses were destroyed while 22,857 were damaged.

Damage to property was estimated at P5.083 billion, including P1.09 billion in infrastructure and P3.991 billion in agriculture.


It also said that 56 road sections and nine bridges in Ilocos Norte, Ilocos Sur, La Union, and Pangasinan remained impassable or hardly passable due to landslides and mudslides.

Trapped flood victims look to sky for help

ROSALES, Pangasinan - With the floods still far from subsiding, residents of some towns in Pangasinan are looking up at the sky, waiting for divine intervention as well as helicopters to lift them from their rooftops. With roads impassable all around them, that may be their only hope of quick salvation.

After the Bayambang dike was breached on Friday, flood waters swept through many homes in Urbiztondo, causing residents to settle on their rooftops. Reports said some 150 people in Barangay Baug remain stranded on the rooftops of their homes.

Despite their repeated calls for choppers, none have arrived. Pangasinan authorities said they have no other recourse but to pray for the victims of tropical depression "Pepeng."

"Humingi kami ng chopper pero walang dumadating. [Kaya] Idinadaan na lang namin sa prayers (We asked for choppers but none arrived. That is why we are just left to pray for the safety of the victims)," said Urbiztondo mayor Ernesto Balolong on Saturday over ANC.

According to Balolong, rescue efforts have been hampered by having only two rubber boats. Worse, rescuers manning these seacraft are exhausted from rescue operations that began Friday.

"Marami tayong taong naiwan doon sa riverside. Sa bawat bahay kasi nag-iiwan sila ng isang lalaki [para bantayan]. Hindi namin mapilit (We have a lot of people still by the river side. In every household they leave a man to guard the house. We can't force them)," Balolong said.

The situation in Urbiztondo reflects the natural forces arrayed against poorly equipped provincial governments struggling to save lives and property ravaged by the widespread floods in northern Luzon.

Weather forecasters on Saturday said Pepeng – which has been hovering over the country for the last 10 days – is expected to be out of the Philippine area of responsibility by Sunday morning.

But even as Pepeng moved further away from the country, portions of a number of provinces are still submerged in floodwaters and hundreds of victims remain trapped in their rooftops.

In Pangasinan, only a small fraction of the province remained dry after record levels of flooding submerged over 30 towns and cities starting Friday, including Dagupan City and Urbiztondo town.

The floods were triggered by the heavy downpour from Pepeng, and further aggravated by the release of water from the San Roque Dam along Agno River.

The National Disaster Coordinating Council said the other Pangasinan towns where dikes collapsed due to heavy flooding include Rosales, Bued, Tayug, and San Fabian. [See: No truth to text messages that San Roque dam is collapsing - NDCC]

Boots Velasco of the Pangasinan public information office told GMANews.TV over the phone that five villages in Urdaneta City are still buried in six to seven-foot floodwaters.

Velasco said many have already been rescued in the city using rubber boats and choppers.

Tarlac, Nueva Ecija

A radio report said floods have subsided in portions of Nueva Ecija, but 13 towns remain inundated after the Pantabangan Dam earlier released water for the dam’s protection.

In Jaen town, floodwaters remain at least six-foot high because of the swollen Pampanga River.

In Tarlac province, GMA reporter Dano Tingcungco said villagers were caught off guard when floodwaters suddenly rose, forcing them to climb up to their rooftops, where many remain trapped as of Saturday noon.

The provincial government said 17 of the 21 villages in La Paz town remain flooded as of posting time.

La Paz Mayor Benito Emmanuel said at least one person has died in the province due to heart attack after floods swept the region.

Stranded

In Lucao village, Dagupan City , several vehicles were stranded because they could not get further into the heart of the city, where the floods had reached waist-level.

Resureccion Aganon, driver of a Fermina Express bus, said early Saturday that he and his 11 remaining passengers from Quezon City have been stranded at Bgy. Lubao since 1 a.m.

“Kagabi pa kami nagugutom eh (We’ve gone without food since last night)," he said.

The bus left Cubao at 7 p.m. and traveled to Dagupan through Lingayen, Pangasinan via Camiling Road in Tarlac, a passable route. But they were stopped by the floodwaters on the outskirts of the city.

Passenger Allan Sirain, 33, said he was worried because he could not reach his family through mobile phone.

Meanwhile, 46-year-old fish vendor Nancy Viray of Barangay Lasip in Malasiqui town and her cousins have been stranded in Lucao since 7 p.m. of Friday.

“Kukuha kami ng isda sana, paninda naming doon (We were supposed to get fish that we were to sell)," Viray said.

She feared that the plastic basins they use to carry their fish products would weigh them down while wading through thick flood.

Bonifacio Gadian, another stranded person, came all the way from Hawaii to check up on his relatives in San Manuel town.

He has been stuck with his wife in their van since they arrived in Pangisinan Thursday night, and have been sleeping in the van with other relatives who met them at the airport.

DAGUPAN, Pangasinan – The streets in this province have become turbulent rivers tossing around rescue boats like they were bathtub toys, preventing access to untold numbers waiting to be saved. “Malakas kasi ang alon kaya hirap na hirap sila (The strong currents make it difficult for them)," provincial administrator Rafael Baraan told GMANews.TV, referring to the rescue teams in rubber boats trying to reach flooded communities. Five people have been confirmed dead in Pangasinan, but the number is expected to rise once the rain stops and the floods ebb, leaving victims in their wake. “The total picture will probably start to unfold tomorrow," Baraan said on Friday.The five bodies were retrieved in Sison town, according to Baraan, adding that their identities and causes of death could not yet be determined.Baraan said the hardest-hit areas, which include the towns of Villasis, Rosales, Calasiao, Sta. Barbara and San Fabian, are in dire need of rescue and evacuation. About 60 percent of the province has been reported to be underwater. As of Friday night, nearly 30,000 people in 36 towns and cities have been affected by Pepeng in the whole of the province. The release of water from San Roque Dam has combined with the rainfall to cause the worst floods here in the memory of many old-timners. In Dagupan City, where floodwaters are waist-deep, many residents remain in their homes despite orders to evacuate to higher ground. Among them is 54-year-old Jose Caguia, father of seven, who continues to stay with his wife in their flooded house in Brgy. Lucao.“(‘Yung) mga gamit e, tinitingnan namin (We’re looking after our things)," Jose said when asked why he refuses to be evacuated. Hunger may finally drive him out, since they may be out of food by Saturday. He may not have to go far. Residents have been catching bangus in the flood waters ever since the storm ruined fish pens and released the food fish, one of Pangasinan's leading products, into the rivers running through the streets.

Flooded Area in Luzon

Several villages from other provinces in northern and even central Luzon were flooded too, according to NDCC in its 6 p.m. report.

NDCC said floods also affected at least seven villages in Ilocos Norte and six in La Union.

Likewise flooded were Baliwag and Calumpit towns in Bulacan; Sta. Ana town in Pampanga; and Botolan town in Zambales.

Evacuation centers in the provinces of Apayao, Abra, Kalinga, Baguio City and Benguet were reopened Wednesday night.

Preemptive evacuation is ongoing in Nueva Ecija's Gapan and Cabanatuan cities; Licab, Zaragoza, Rizal, Quezon, Aliaga and San Isidro towns, all of which are near the Pantabangan Dam. Also reported as heavily flooded were Sto. Domingo and Cuyapo towns.

The Pantabangan Dam is only .49 meters short of reaching its spilling level, Gov. Aurelio Umali said in a radio interview. He said 98 out of 849 villages in the province are already submerged in floodwaters.

In Pampanga, evacuation is ongoing in towns near the Pampanga River Basin, including Candaba, Arayat, San Simon, Apalit and Santo Tomas, the NDCC report said.– with Aie Balagtas See and Andreo Calonzo,

Flooding in North Luzon is 'turning from bad to worse'

LINGAYEN, Pangasinan - Up to 30 of Pangasinan province’s 48 towns and cities are now flooded and 30,000 people have been evacuated due to continuous rains and near-overflowing dams brought by Typhoon “Pepeng," Governor Amado Espino said early Friday morning.

The National Disaster Coordinating Council (NDCC) said floods were also reported in Dingras, Nueva Era and Paoay towns in Ilocos Norte; Bangar and Luna in La Union; and at least 10 cities and towns in Nueva Ecija.

Among those areas in Pangasinan so far affected by floods are Asingan, Balungao, Basista, Bautista, Bayambang, Binalonan, Sta. Barbara, Dagupan City, Mangaldan, Natividad, Rosales, San Fabian, San Jacinto, San Manuel, San Quintin, Sta. Maria, Manaoag, Mapandan, Pozorrubio, Sison, Tayug, Umingan, and Villasis.

In an interview over radio dzBB, Gov. Espino said rescue operations have already been launched in some of these areas.

Aside from the nonstop downpour, floods in the province have been aggravated by the opening of six San Roque Dam floodgates to release water and thus prevent the reservoir water from breaching its walls and threatening a catastrophic collapse.

As of 2 a.m. Friday, PAGASA's Dam Status webpage announced that all of San Roque dam's six gates were open at a combined 27 meters height and pouring water into downstream Agno river at the rate of 5,353 cubic meters per second.

Earlier Thursday night, Pangasinan public information officer Butch Velasco told radio dzBB in an interview that San Roque Dam was releasing an “unprecedented" amount of water of 6,000 cubic meters per second from 3000 cubic meters per second at 7 p.m.

‘It’s really unprecedented this kind of volume of water. Ngayon lang nangyayari sa history ng Pangasinan (It's happening only now, in Pangasinan's history)," he said.

A still earlier report from the Pangasinan governor's office put the San Roque water-release figure at 3,150 cubic meters of water per second.

Other dams that have been releasing water in the last few days include Angat, Pantabangan, Ambuklao, Magat, and Binga dams.

Navy spokesman Lt. Col. Edgard Arevalo said in a radio interview with dzBB that he was informed by Commodore Jose Luis Alano, head of the Naval Forces in Northern Luzon, that the flood situation in northern Luzon has begun “turning from bad to worsse."

That's why i'll try to explain it as detailed as possible in this instructions, good luck! (It's not difficult this time)

** What will we need ? **

** Instructions to get +30 employees! (Staff) **
1. Open Restaurant City
2. Now you'll need to hire an employee. If you aren't able to hire a friend, because you already have 8 employees working out of 8 employees (8/8), you'll first need to sack one. Sack an employee, and you'll now see: 7/8. Now press the Hire Friends button
3. Hire a random friend (Doesn't matter which one)
IF YOU DONT HIRE A NEW FRIEND, YOU WONT BE ABLE TO SEE AN ADDRESS IN STEP 12..
4. Now try to hire another friend, and you'll see it will give an as of because you don't have any open slots anymore
5. Open Cheat Engine 5.5
6. Click on the process box. (The process box is the little square, (surrounded by a red flashing square), located in the left top corner)
7. Choose Firefox.exe if you are using Firefox. Choose Iexplorer.exe if you are using Internet Explorer,.. Click OK
8. Prepare your cheat engine 5.5 window:

11. Change 4 bytes into 8 bytes and tick the button: Also Scan Read Only-Memory

(The 465aa46 could be something else on your cheat engine 5.5 window)
16. Change the jg into jmp. So in my case, the new code would be: jmp 465aa46. Now click OK (And click OK again)
17. Now go back to Restaurant City, and try to hire another friend...
18. You'll see it WORKS!! You can hire as many as friends you want!
19. Note: Make sure you don't hire more than 30 friends (At the same time), this might crash your game
20. Go back to your restaurant, and you'll see all your employees asking: Give me a job, or something else :P
21. Give them a job and your restaurant is going to the .. TOP! (Beat ALL your friends!)

PSP developer Yoshihiro and the GENyUS team is working on a PSP Eboot / Game decrypter, that will patch 5.55 firmware games to work on ChickHEN enabled PSP-3000’s running Custom Firmware 5.03 GEN-A and also PSP-1000’s and PSP-2000’s on to B2.

But what we can gather it will be used in conjunction with UMDGen 4, so experience of UMDGEN is required.

The above screenshot is apparent proof of MotorStorm: Arctic Edge running on 5.03 GEN on a PSP-3000 and PSP-2000 TA-088v3. Yes, to all you PSP-3000 users. Its for the PSP-3000 too. No need to keep asking for a solution as it’s coming!. But for those of you that can run & CFW 5.03 GEN-A and haven’t upgraded past firmware 5.03.

If you have Firmware 5.50 on your PSP-3000 your out of luck I’m afraid.

INSTRUCTIONS:

1. Open UMD GEN 4
2. Open ISO You want to patch that doesnt work normally
3. Go in PSP_GAME then SYSDIR
4. Then extract the EBOOT.BIN by clicking right on its name
5. Then go to file-filelist-export- Name the file Filelists then save it
6. Then put the EBOOT.BIN in the root of your PSP
7. Then open up Decryepter in your psp and Decryept the eboot by pressing X
8. Connect your psp again and go to your psp root and then go to the decryepter folder in your psp and drag the EBOOT.BIN in that folder and copy it on top of the ISO in UMDGEN then overwrite it.
9. Then go File-filelist-import- then improt the text file we saved earlier.
10. Then press yess in whatever comes up.
11. Save as uncrompessed ISO
12. THats it
